Two-phase feasibility study for an electric bus rapid transit (eBRT) transport solution aimed at reducing carbon emissions and traffic congestion

First Balfour, Inc. (FB) is exploring options to develop, finance, operate and maintain an electric bus rapid transit (eBRT) transport solution for the City of Iloilo on Panay Island in the Philippines, on a Public-Private Partnership (PPP) basis. The plan is aimed at reducing carbon emissions and traffic congestion, promoting local tourism, creating new jobs, and improving the local government’s delivery of service.

To verify the financial viability of a sustainable, green transport solution, Direx Solutions was engaged by FB to perform a two-phase feasibility study, including a review of relevant documents, an overall assessment and summary of key findings, risks and concerns, and a ranking of potentially feasible routes. The Phase 2 work allowed for validation and further refinement of the Phase 1 outputs into a bankable feasibility study.

FB is seeking to incorporate its plans as an enhancement to Iloilo City’s Public Transport Route Plan, whose objectives include improving the convenience and safety of public transportation for the riding public.
