Development of the PPP procurement model and detailed Business Case review for one of North America’s largest infrastructure projects

Metrolinx is the Canadian Government agency responsible for the management and integration of road and public transport in the Golden Horseshoe region of Toronto, Ontario. It has over 200 projects underway, including the GO Expansion Programme (also known as On Corridor Works or OnCorr).

GO Expansion is a US$13.5 billion, 10-year transformational programme to expand the existing GO Transit service from 1,500 to 6,000 trains per week. One of the largest infrastructure projects in North America, the transit expansion includes new track, new electric trains, new and modified infrastructure, renovation of existing GO stations, and construction of 21 new stations.

Direx Solutions worked with Metrolinx to develop the procurement model for the GO Expansion programme, conducting a detailed review of the Initial Business Case (IBC) and proposing new strategies to support an updated business case. We also evaluated options and risks to develop the best structure for the Public-Private Partnership (PPP) deal.
