Qiddiya City is a major new leisure and tourist destination situated 45km southwest of Riyadh in the Kingdom of Saudi Arabia. The Q-Shuttle Bus is providing the first mass transit solution (ahead of metro and heavy rail) linking Riyadh to the Six Flags theme park.

Direx Solutions, in consortium with EY, acted as the technical lead procurement advisor, embedded within the client team, providing technical expertise throughout all three initial stages of the procurement process.

Stage 1 involved reviewing and realigning the previous feasibility study, validating assumptions, and developing a comprehensive procurement strategy covering fleet, infrastructure, charging equipment, and bus service models.

Stage 2 focused on development of the concept design, including service design, service model, specifications and vehicle types.

Stage 3 delivered full tender management for the operator. This included development of the technical scope of works, contract schedules, bidder engagement, responses to clarification questions, technical evaluations, and negotiations with shortlisted operators to finalise contract specifications, schedules and value-engineered solutions.
