Strategic technical and commercial input to winning tender for Saudi Arabia’s public transportation O&M contract, part of the Kingdom’s Vision 2030 programme

A consortium of Saudi Arabia’s Nesma Holding and Transports Ciutat Comtal (TCC), a Spanish transport company, was awarded a contract for operation and maintenance (O&M) of Makkah Public Transportation Program buses, valued at SAR 3.1 billion (US$800m). The contract  includes the supply, operation and maintenance of 400 buses for a period of 10 years, and will be implemented as part of the Kingdom of Saudi Arabia’s Vision 2030.

During the tender process, Direx Solutions performed a strategic technical and commercial review of the consortium’s business plans in support of its bid. A team of seven consultants reviewed, advised and developed a sustainable technical solution and winning commercial model for the 10-year O&M contract in Makkah.

Tender support included a review of:

  • vehicle maintenance and depot operations
  • route planning, scheduling of vehicles and driver rostering
  • organisational design
  • recruitment, selection and training of staff.
